Is it possible to set the system per match rather than timer?

It is not possible, because it need to interact with the game.
It is only possible if the game itself has the interface or option to do so.

Sad..........
I thought it'll be the same as with ps2 whereas the controls are disabled on gameovers.

However I think charge by time is fairer than charge by game over.
